Reporting An Exposure

Please fill out the COVID-19 Reporting form
  • For all employees (State or auxiliary, including student assistants) working on campus or at an off-campus affiliated location (either full-time or intermittently).
  • For all students living on campus, authorized to be on campus and/or participating in campus-sponsored off-campus experiential learning (such as: service learning, internships and practicums).

Once the COVID-19 Reporting form is submitted, the campus Office of Environmental Health and Safety will:

  • Contact you to determine where on campus you have been, identify any campus individuals with whom you have been in contact, and assess if anyone should self-quarantine due to possible exposure.
  • Provide you with information regarding how to obtain counseling assistance during this difficult time.

COVID-19 Leave Quarantine/Isolation 

Environmental Health and Safety will notify Human Resources of the employee's isolation or quarantine period and if exposure was at the worksite. Human Resources will reach out to the employee regarding their COVID leave options.

1. Exclusion Pay

Exposure Pay for employees who must quarantine due to a COVID-19 exposure at the worksite and telework is not available.

Effective: January 1, 2021 – May 29, 2021

Eligibility: All CSU employees who work on campus (includes positive pay, student employees and retired annuitants).

2. Expanded COVID-19 Paid Related Leave (ECRL) - Teamsters (Unit 6)

ECRL provides a one-time allotment of paid administrative leave up to 32 days (256 hours) for employees unable to work remotely due to Qualifying Reasons below.

Effective: January 1, 2021 – December 31, 2021

Eligibility: All Unit 6 employees including exempt and non-exempt employees are eligible to participate, with the exception of retired annuitants. The number of hours available for employees who work less than full-time shall be prorated according to their full-time equivalency, or the percent of the appointment (hours normally scheduled to work).

There is no waiting period to become eligible for this leave, and new employees hired after the effective date are considered eligible upon hire. Personal leave credits used by employees for ECRL qualifying reasons after the effective date of this program and before the issuance of the Technical Letter (HR/Leaves 2021-03) shall be restored.

Qualifying Reasons for Leave - ECRL can be used for the following reasons when employees are unable to work remotely:

  1. The employee's own COVID-19 illness.
  2. The employee is experiencing COVID-19 related symptoms and is seeking diagnosis for their own illness.
  3. Care for an employee's immediate family member who resides in the employee's household who has COVID-19 symptoms or illness.
  4. The employee is responsible for care of a minor child, who resides in the employee's household, and whose school or daycare is closed due to COVID-19, resulting in the employee being unable to work.
  5. The employee is excluded from the worksite because of a requirement under Cal/OSHA General Industry Safety Orders, Section 3205.

How to request participation: 

  • Qualifying Reasons #1, #2 & #5 - Please follow the process of Reporting An Exposure. Environmental Health and Safety will notify Human Resources of the period of isolation/quarantine. A Human Resources Leave Coordinator will contact the employee.
  • Qualifying Reasons #3 & #4 - Please email your Human Resources Leave Coordinator the following information:
    • Name
    • Fresno State ID #
    • Phone number
    • Reason for request to participate

Leave Programs

Generally, Faculty (full-time/part-time) Staff and Administrators (MPP) may be granted full or partial leaves of absence with and/or without pay depending on the circumstances, the duration of the leave request and  the appropriate collective bargaining unit of the employee..

Eligibility guidelines are subject to appropriate Collective Bargaining Agreements (CBAs), specific policies, applicable legal agreements, and state and federal legislation. 

Faculty, Staff and Administrators (MPP) who are in need of an extended leave from the university should review the types of leave programs available below:
